New dynseq "logo on" display for bigWigs

There is a new logo=on setting for bigWig custom tracks that allows dynamically displaying sequence at the base level. This dynseq display scales nucleotide characters by user-specified, base-resolution scores. The dynseq feature was developed by the Kundaje Lab.
