Thank you for contacting the UCSC Genome Browser support team. In the future, just emailing our support forum (gen...@soe.ucsc.edu) is sufficient; this will contact our entire support team. 

Although we do have a sno/miRNA track for the human hg38 browser (as a subtrack in the "Non-coding RNA" track), we currently don't have this track for any of the cow assemblies. 

To see the available tracks for cow, you can visit any of the assemblies, for example, bosTau8:

http://genome.ucsc.edu/cgi-bin/hgTracks?db=bosTau8

You can find downloads for the cow genomes here:

http://hgdownload.soe.ucsc.edu/downloads.html#cow

For example, if you are interested in the bosTau8 assembly, you can download the available tracks here:

http://hgdownload.soe.ucsc.edu/goldenPath/bosTau8/database/
