hg19_3`utr length sequence mismatch and hg38 download

Dear Sir/Madam,

In the hg19 file, where the start and end indices of the mRNAs are given with respect to the chromosomes and the sequence along with it, the length of the sequence from calculated from the indices and length of the sequence provided don't match. The calculated length comes out greater than the present one. Is there a way to know in the indices, where the smaller sequence lies ?

And how and from where can I download the hg38 file ?

I will be grateful for your help.
