Hello Rashid,

Thank you for your message about liftOver and our website. We were
experiencing a momentary outage and our site was down, however we are
back up now. Can you please retry your liftOver on our website and let
us know if the site is still lagging?

Additionally, the liftOver program you downloaded from the Genome
Store is an executable binary program, intended to be run on the
command line. Such files will not display in TextEdit, although you
can peruse the source code here:
https://github.com/ucscGenomeBrowser/kent/blob/master/src/hg/liftOver/liftOver.c
