Empty layer bounds can be returned from getInputLayerBounds() for image filters that don't reference a layer image. This needs to be distinct from the scenario where a layer image bounds can't be calculated because of an ill-conditioned CTM. In the former case we want to evaluate the image filter, in the latter, we definitely don't.
