I wanted to share this update from the Solar Energy Industries Association with information about two priority amendments that will be introduced during Senate debate today. There's still time to fix at least the worst solar policy parts of this bill!

Dear SEIA members,

It’s time. We told you we would keep you informed and now we urgently need your voice to support the future of the solar and storage industry. 

The SEIA team has been aggressively lobbying on behalf of our industry on HR 1. Over the weekend, we secured two amendments that have been successfully introduced on the Senate floor. While the overarching bill is still problematic for our industry, these amendments are a significant improvement that will make the provisions more workable. 

Amendment 2704, Sponsored by Sen. Ernst (R-IA), Sen. Grassley (R-IA), Sen. Murkowski (R-AK)
 

  • Reverts to the Senate Finance Committee language on commence construction and phase downs for solar and wind projects; 
  • Codifies current safe harbor rules for projects that have commenced construction;
  • Strikes the punitive excise tax;
  • Eliminates the integrated component restrictions on 45X; 
  • Delays implementation of FEOC material assistance until the end of the calendar year; and
  • Extends customs user fees through 2035 to fully offset any revenue impact on HR 1. 
     

Amendment 2719, Sponsored by Sen. Hickenlooper (D-CO)
 

  • Delays the phasedown of the residential solar tax credit to the end of 2026.
     

Now that we have secured these amendments, it’s time to call your Senators and tell them to support these amendments.The vote-a-rama will continue into the afternoon with a final vote likely in the early evening  

Remember, every voice matters and we need yours today. 

When you call, keep the message simple. Vote FOR Amendments 2704 and 2719.
