so we've following basic things in pipeline

1. online petition or opinion system having features of google search, change.org, twitter

2. using aadhaar for authentication

3. client as app

4. back-end as cloud

what we'll also need are, and so let's' start working on them in parallel

5. 'simple english'.. more below

6. dynamic translations from 'simple english' to other indian languages (simple version), and
7. vice versa... 

8. total stats of all languages into 'simple english' stats.. more to add (explained later)

before i explain this.. let's visualize how petition / opinion system shall work

1. first page is just like google search page.. having a search text box
2. user enters words related to issue/ opinion/ problem.. like bengaluru pollution.. or say just pollution.. and presses enter
3. based on these words system searches relevant petition/ opinions etc.. and displays them in priority.. like at top having max upvote, or max trending rank, or most interacted (viewed, commented, up+down voted etc)
4. and then allow action on this petition.. up / down vote, comment (pros/cons), discuss, report, merges, stats, etc

now 'simple english'.. then following will explain..

in other words simplified standard english that's easiest to communicate with

and similarly simplified versions of indian languages

and petition having different translated language threads.. 

but all consolidating into/from 'simple english' version

where stats for all thread nodes (other than english translation of petition) showing consolidated stats including all languages threads that also includes 'simple english' node

this will ensure that idea and opinion are easy to express and discuss, and are not limited by complexity of language or translation
