i would like to suggest

1. us to be 'local aua'
2. use 'agency specific uid token'
3. get user consent, and uidai's consent to make this token pubic
4. if not then find alternative method so that user's aadhaar identity, either fixed virtual/token or else, can be made public
5. this is required so that responsibility of expression can be assigned to expressing identity, which can be uniquely identified
6. this identity shall be fixed and unique so that it's misuse because of variable identity can be avoided, i.e. if expression standards are violated by an identity, then that identity can be barred or fined in future for further violations

the problem may be

1. as per https://uidai.gov.in/images/resource/eligibility_criteria_for_aua_kua_17122016.pdf we need to have paid up capital (shares) of rs 1 crore.. we may have find investors.. or
2. find other organisations having such capital and willing to try open-work
3. or find other organisations in different categories (like class 1, and 2, where we're in class 3 category) where no paid up capital is required, like government org, or those regulated by government.. but i personally don't see it happening soon as government isn't taking such initiative (mygov.in asking for people's participation is pathetic)
4. an academic institution, with paid up capital of rs 1 crore, may be a viable option

however 'local aua' eligibility may be different.. 

we need to check with uidai to clarify things
