In KISR, there is a Dr called Hamdi Al Gomayel,, he is on the Remot Sensing Department, he suggested through a very long interview on Alshaehd newspaper to establish (Arab Space Program) ,, i called his offece but he is on a vecation now, but he will be availble next sunday,, i will meet him to have a better idea ,,
