[MPCI] Need assistance urgently

Hello Tim and missing persons group,

I hope all is well with everyone and that you're enjoying the summer.

I have a slightly urgent request for help. An acquaintance of mine in Berkeley is facing a situation where an older man is grooming/controlling his 16 year old daughter, and it looks to be on the way to escalating. The father is naturally at his wits end, but he feels powerless and deeply unsure of how best to approach this situation. 

This is way outside of my 'jurisdiction' but I'm hoping someone in this group can connect to help this dad, before it gets to be really serious. He basically needs advice on which law enforcement agency to contact, and how to deal with this situation.
