Hi,
Please proceed to Users-->Offers-->RunMyProcess offers-->User access from IDE and make the payment for the 2 users. Attaching the screenshot for reference.
After receiving the payment confirmation, you may re-activate the overdue users as a Administrator-profile user,
open the user config from IDE and click on edit (pencil) and save (floppy disk).
Please proceed to Users-->Offers-->RunMyProcess offers-->User access from IDE and make the payment for the 2 users. Attaching the screenshot for reference.

That should refresh user info and change him to billing ok status.
