Log:
CI: Build with VS 2017/2019 toolsets on Windows
The hosted runner images no longer preinstall VS 2017/2019, so install
the v141/v142 toolsets into the preinstalled VS 2022 and select them
with -vcvars_ver. These jobs only build up to ruby.exe; extensions and
tests are not covered.
