Set ISEQ_TRANSLATED without threaded code too
Without direct or call threaded code, as with MSVC, the flag was never set. YJIT asserts it on running iseqs, and iseq_free decrements rb_yjit_live_iseq_count only when it is set while compile.c always increments it. The assertions in jit.c no longer need their guard, which did not compile where vm_core.h leaves OPT_DIRECT_THREADED_CODE undefined.
