Decode trace instructions to bare ones without threaded code
rb_vm_insn_decode is documented to return bare instructions, and rb_iseq_original_iseq maps encoded instructions back to bare ones, but both did so only with threaded code. Without it, once any ISEQ TracePoint had been enabled in the process, disasm showed trace variants, to_binary dumped them into files loaded by other processes, and YJIT failed its opt_getconstant_path assertion.
