QUESTION: When are github repostories fetched?

I assumed that they are fetched just before deadline, but now I am not sure, could it be they are fetched at the time we submit?

pretty important question, I will ask per email too, unless there is answer to this, safest is to submit just before deadline..

but it is tempting to submit now via website and see if there comes a response and what the status lookup looks like :)

has anybody registered there?
