PCDs for RISC-V features

Hi All,

As we have been discussing in the past, we are planning to pass most of the CPU features related information through CPU HOB due to various reasons. Along with this, based on my brief offline discussion with Sunil, I was thinking it might be good to have a feature bitfield PCD which can be used to override any other settings. We kind of found it useful in the case of MMU. Also we could use that temporarily to unblock couple of patches (SSTC/CMO) until UEFI spec ratification for RV CPU HOB comes in (which might take some time).

Please let me know your thoughts.
