Professional Bio for William J. Purcell

William J. Purcell is a seasoned performance management and quality systems leader with more than 28 years of experience in data-driven operational improvement and over three decades of senior leadership across municipal government, utilities, and large service organizations. He specializes in enterprise performance management, process standardization, and the development of meaningful metrics that strengthen decision-making and accountability.

Most recently, William led Austin Resource Recovery through the successful implementation and certification of its ISO 9001:2015 Quality Management System. His work has included establishing department-wide performance measures, improving data and process governance, leading the design of Power BI reporting systems, planning and leading solid waste material studies and facilitating executive-level performance reviews that align operations with strategic priorities.

As a Six Sigma Green Belt, William brings a disciplined approach to continuous improvement, leveraging Lean, DMAIC, PDCA, and Total Quality Management methodologies to enhance efficiency, reduce risk, and improve customer-focused outcomes. He is known for his collaborative leadership style, his ability to translate complex data into actionable insights, and his commitment to fostering cultures of accountability and operational excellence.
