Py4J 0.10.9.3 has just been released on PyPI, Maven Central, and on Github (P2 repository)

This is a backward-compatible release.

- Release date: November 20th 2021
- Python side: added Python 3.8 and 3.9 to supported versions.
- Python side: catch KeyboardInterrupt to prevent connection and memory leaks. Thanks to Hyukjin Kwon for the thorough investigation and fix.
- Java side: upgrade JUnit version.
- Switched from Travis CI to Github Actions. Many thanks to Josh Rosen for saving the CI pipeline of Py4J!
- Removed professional services.
