The following message was sent to the PNWORCA website last year.  Our Board discussed the message at our annual meeting in November.  Oregon clubs are aware of the permit requirements, while Washington clubs may or may not be aware.  Since the November meeting we have been in contact with the program administrator for clarification.  The permit is required for our races on the Columbia River.  A seven day permit is $7, and there are options for annual and bi annual permits.  Permits can be transferred between watercraft such as an OC6 and an OC1.  

PNWORCA Attn: Event Organizer, It has come to the Marine Board’s attention that you and/or organization may be sponsoring a marine event that involves nonmotorized boats that maybe required to carry a Waterway Access Permit. According to Oregon Revised Statutes, a Waterway Access Permit is required for persons 14 years of age or older, while operating a nonmotorized boat that is at least 10 feet in length or a sailboat that is at least 10 feet but less than 12 feet in length. OAR 250-010-0760(3) (3) For non-motorized boats engaged in competitive events, Waterway Access Permits numbering not less than the maximum number of boats in use on the water at any given time may be held by the event organizer, coach, or other designated person at the event site as long as the permits are readily available for inspection by a law enforcement officer. Out of State and Oregon Non-Motorized boats 10 feet or longer require the same Waterway Access Permit. There are 3 permit options for purchase currently. The permit is needed for the boat, not the operator thus residency doesn’t matter in this situation when in Oregon waters on Columbia River. Nonmotorized Purchasing options are: 1) One-week permit. This permit is good for 7 days in a row and can be purchased in bulk up to 500 permits from OSMB online store. This is the most convenient for nonmotorized event coordinators as 1 certificate can be held for the event with total number of permits needed. 2) One calendar year permit for (expires on December 31 of the year purchased). 3) Two calendar year permit for (expires on December 31 of the year after the sale). Andy,

Thank you for the information.  Does anyone with the Oregon Climate bs know if there are any Tourism or Economic Development Grants that the clubs could apply for to mitigate the costs?
