Help to create a Windows VM in google cloud with VS 2010 installed

We (as an OWASP project) have access to an Google Cloud instance that has some credits to be spend on OWASP Projects/research,

So who has a couple cycles to use it to create a Windows VM with VS 2010 (and maybe others) installed. That way we can easily get the 'real-time vuln scan' working :)
