Working Group Creation process now implemented

Hi Board,

I am pleased to announce that I have set up a process to establish working groups. This uses our standard Jira ticketing system, and has an SLA of three days. The tickets are going to be initially assigned to me whilst I assess how well the process works, but after that, I will be assigning these tickets to Christian Capellan, as the majority of the activities are creating a GitHub repo and Google Shared drive. 

I will ask Shruti to test drive the process with the Certification Working Group. I will establish the Funding Working Group with Andra and Harold.

This delivers on the working group policy you passed at AppSec EU in Barcelona.
