Updated signatory delegation

Hi Board,

As discussed, here's my updated signatory delegation. This delegation supersedes any prior delegation and should be the sole source of truth until I make another delegation in the future. 

I delegate the following Directors the ability to sign for $5k USD in expenses:

- Director of Projects and Technology

- Associate Director of Operations

- Associate Director of Events
- Director of Corporate Relations

Additionally, the Director of Corporate Relations can sign contracts for income (e.g. Platinum corporate supporter packages, Diamond event sponsor packages) on our standard contract terms to the value of $35k USD. Any variations to our standard contracts will need to be reviewed by me prior to signing. 

Lastly, when I'm on leave or cannot sign contracts (say, for anesthesia for an operation), I delegate my signing authority of $10k to Starr Brown and my workload to Dawn Aitken, with advice to be taken on difficult items with either the Board Chair or Treasurer.
