Membership policy aligned with the bylaw vote

Hi Board,

This week, I kicked off a Policy to Procedure review with all the staff. This review is designed to understand if bylaws, policies and our procedures are aligned, and documented.

During a review of the policies and bylaws, Lisa discovered that the Membership policy hadn't been updated to align with the bylaws that were amended by a Board vote on Oct 20 to grant complementary membership, allow regional pricing for all tiers of membership, and changes to lifetime honorary membership. I've fixed that by copying in the text from the bylaws to the membership policy and removing the provisional text.
