Draft travel policy

Hi Board,

I've sent you an invite to a draft of the travel policy. It's finally here, as promised. I want to get this through the standard policy development process before we all travel to Barcelona. 

Please provide feedback within 7 days, so I can put the draft up on the website and ask for public comment and get the policy review committee back to review suggested changes. 

The policy heavily draws from the staff handbook. There might be vestiges of this in the text. Please point them out or fix them.

If anyone from the OWASP community reads this, you can open and comment on the draft policy if you are an OWASP member or have an OWASP.org email address. The public period for comments will be open to all. Please open the document link using your OWASP.org email account.
