Policy reviews complete

Hi Board,

I've updated the PRs for the travel and working group policies for Wednesday's vote. We received quite a bit of feedback for Working Groups, and a bit for Travel Policy. I think the initial round of draft review by the community before we committed an initial version as a pull request helped minimize further feedback there. Overall, I think getting feedback through GitHub worked well, and we should probably update the policy change policy to include it, as we received no feedback through the policy review email address, which only members can use.

All feedback was accepted bar one issue which I partially accepted, which is should there be annual elections of the WG chair and or term limits. I felt that since WG's are supposed to be short lived and therefore, we might monitor their lifespan. I added a process for the ED to review and recommend to the Board to disband inactive or not achieving their scope or goals. I don't think annual elections or term limits are workable or necessary, especially since we are not delegating Board powers to them. Happy to discuss on Wednesday or here.

There was no feedback for the Privacy policy. I've tidied it up and updated it to be about Glue Up, but other than that, there's been no changes. 

Please review the policies prior to the Wednesday Board meeting. For the pull requests, I've included a direct link to the changed files area. I've also generated a PDF (attached) for each of them, but please look at the GitHub / OWASP repository for the latest version in case of any updates.

I agree with not having annual elections and term limits.  They are temporary and about getting things done.
