Discussion and e-vote request to approve Barcelona contract

Hi Board,

Can I please have a sponsor and a second for the following discussion and motion to be conducted by e-vote:

"Resolved, upon successful finalization of the agreement between OWASP and the Barcelona Convention Center for OWASP AppSec EU 2025, the Board authorizes the Treasurer and Executive Director to review the final contract and, if agreed, co-sign the agreement to a maximum value of 200,000 euros."

I am happy to take friendly amendments during discussions once a sponsor and second are obtained.

I've sent the contract to the private Board list for your review. We are reviewing it to ensure it includes everything we requested and nothing we didn't. The contract doesn't include food and beverages and A/V, two of the major expenses, but it's very good value—about 40% of the price of the other alternative we still have. As the convention center doesn't have an associated hotel, we will also need to work on a hotel block somewhere else, but that is extra in hotel contracts, so we are comparing apples with apples here.

Please review the contract and send through your questions or discussions. I'd like to ask for an e-vote so we can sign within the next 7 days, basically as soon as we have operationally finalized the edits to the contract. The amount will not likely change much, as the edits ensure that we have the space we requested and that there are no extra inclusions we don't need. Those two things should balance each other out. 

Our standard e-voting process will be used to vote.
