New Issues

Hello, 

I have opened four issues today for some bugs I have found in the past couple months for discussion. 

1. SPMD Partitioner Gather/Scatter is hardcoded to IndexParallel Strategy - https://github.com/openxla/xla/issues/13304

2. AllGather Combiner Coalesces different dtypes together - https://github.com/openxla/xla/issues/13305

3. SPMD Partitioner HandleReshape Unoptimally Splits Sharding in some cases - mainly in gradient accumulation case- https://github.com/openxla/xla/issues/13306

4. xla::gpu::ReduceScatterCreator misses one pattern - https://github.com/openxla/xla/issues/13307

I have fixes for these locally in my local fork, and I can try to upstream them unless others have easier solution. I also will be making PRs for some HLO passes I have written locally.
