Core maintainer nomination: Eugene Zhulenev

Hey,

We would like to nominate Eugene Zhulenev as an OpenXLA core maintainer.

Eugene is a familiar face/GitHub ID for folks across the larger community as he has been involved in multiple OSS projects in this space for years. Outside his work in XLA, Eugene was an active contributor and reviewer to TensorFlow and Eigen projects, MLIR, worked on openxla-nvgpu plugin (proving out and enabling new extension points) and public pathfinding on runtime for OpenXLA.

Eugene has been active and inclusive in engaging with the community from planning to reviews to execution. We believe this openness throughout the entire process is essential and Eugene's setting an example of the culture we wish to foster.
