configure.py with bazel

Hi,

What's the recommended workflow for using configure.py with bazel. It's kind of restrictive manually downloading XLA then using it as a local repo so I can run ./configure.py.

All configure.py does is generate a bazel config file. You don't have to use it if you don't want to. You can try without the config file (it may work as you want) or generate your own however you like.
