ROCm PJRT GPU from AMD CI

Hi all,

Now that AMD has set up their CI, I was wondering if it would be possible to find pjrt_c_api_gpu_plugin.so for ROCm as a build artifact somewhere ?
We could setup the CI, but I figure since it's already being built...

Also we currently source the CUDA one from the JAX CUDA PJRT wheel with great success.
