StableHLO/HLO leadership update

Hi everyone,

I would like to announce that Kevin Gleason has stepped up as the StableHLO TL, taking on the responsibility of defining and delivering the StableHLO roadmap aligned across the OpenXLA community.

Furthermore, Kevin has taken on the role of the HLO TL, accountable for ensuring that StableHLO and HLO remain interoperable as they evolve, which has recently become a critical requirement for the OpenXLA compiler infrastructure.

Through his work on compatibility and composites, Kevin has established himself as an effective and prolific contributor to StableHLO, and I cannot wait to see what cool new stuff he'll contribute to the project in the future!
