PR: clarification of input format

Hi all -

There's been discussion in a handful of PRs & such regarding format of inputs - specifically the Cromwell "inputs JSON" which is confusingly described in the spec: https://github.com/openwdl/wdl/blob/master/versions/development/SPEC.md#specifying-workflow-inputs-in-json.

The core group discussed a path forward here and came up with the idea of defining Cromwell's inputs JSON as "Cromwell style inputs" and noting that while this is not a hard requirement of the a WDL implementation that all known implementations support this format and that future implementations should keep this in mind.
