Intention to Open 2 PRs For Voting

Hello Everyone,

Conversation on the following two PRs seems to have settled down, so I'll aim to open them up for community voting sometime next week.

• Do not require for all task inputs to be filled by the calling workflow - https://github.com/openwdl/wdl/pull/347
  
• Rework of 'Scopes' and 'Variable Resolution' Sections - https://github.com/openwdl/wdl/pull/257
