One(!) new PR open for Voting

Hello everyone,

1. As promised late last week, I am today opening up the following PR for community voting:

• Rework of 'Scopes' and 'Variable Resolution' Sections (https://github.com/openwdl/wdl/pull/257)

Please remember that we vote to either approve or disapprove PRs in the state they are in when voting starts. Any further requests for changes can and should be made in follow-up PRs.

2. I'm happy to see that additional conversation and discussion has sprung up on the other PR which I mentioned last week (#347: "Do not require for all task inputs to be filled by the calling workflow"). 

I want to allow this discussion to reach its natural conclusion so will not yet be opening voting on this PR as originally planned. Please take this chance to contribute your opinions to the conversation!
