miniwdl v0.3.0 workflow runner

Dear colleagues,

miniwdl v0.3.0 is the first version to include a credible built-in capability to run WDL workflows on the local host (independently of Cromwell). It's still in early testing with significant limitations, but, far enough along that we're eager for the community to try it out & let us know about interoperability issues or other roadbumps. This is absolutely fantastic news. MiniWDL seems to be driving development of a number of tools which use it as a dependency in the broader community. Great work Mike and team, this will really help the WDL community evolve in a more dynamic way!
