Version 1.1 of WDL Open for Final Vote

Hello Everyone,

As many of you know, we have been working towards a 1.1 Version of the WDL specification, after having recognized how  our 2.0 goal had become unweildly. This new version aims to include all of the changes which are not backwards incompatible to allow the community to start benefiting from the hard work that so many have put in over the past year and a half. Additionally, we have gone over the spec with a fine tooth comb, fixing irregularities and ambiguities that have previously crept in.

At this point I am excited to announce that Version 1.1 is now open for its final vote! All of the features have previously been voted on and accepted as part of the development standard. This vote is to give your approval for the 1.1 version as is.
