OS X Mavericks can install a compiler without XCode

This might be old news to the OS X users, but a Mavericks-updating
friend just let me know about this:

Apparently it's a much smaller download and faster install than the
whole of XCode, and something that might make 'pip' a better option
than Anaconda/Canopy/whatever which we've suggested in some of the
Python workshops.

(Does anyone who is more familiar with OS X know for sure that this
will let Mavericks users install pip native packages like numpy,
without XCode?)

Of course we'll still need two sets of instructions for a long time,
many people are going to be on pre-Mavericks versions... But I thought
it was good news.
