Windows installer 4.1.0 update

Hi,

The released Windows installer version 4.1.0 for x86 and arm64 had unsigned

libcrypto.dll and libssl.dll. We created a new release updating the affected installers.

The version number remains the same because the issue was only in the installer not

in OpenSSL. No functionality changed; only the signature was added to the DLLs.

If you are affected and need signed DLLs, uninstall the old version and install the new

one.
