Decouple OpenPGP certificate WKD publication from openssl-library.org

The signing certificate uses the ope...@openssl.org user ID, which
must be served from the openssl.org WKD rather than openssl-library.org.
Reword the publication requirement to reference the WKD of the domain in
the certificate's user ID.
