Add public API for IPAddrBlocks (RFC 3779)

Fixes #18528

- Add IPAddrBlocks_new(), IPAddrBlocks_free(), d2i_IPAddrBlocks(),
i2d_IPAddrBlocks(), and IPAddrBlocks_it to the public API.
