Signed CLA using new CLA manager is now required on CORD and ONOS Gerrit sites

Hi Everyone,

Having signed CLA using the new CLA manager is now *required* for patchset submission on the gerrit.opencord.org and gerrit.onosproject.org sites. For the last few months, it would direct you to the CLA manager, but not prevent you from submitting code.

Please see this press release from last month regarding the new system, which allows for both individual and institutional (corporate) CLAs, across both Gerrit and GitHub code hosting systems:

A CLA will be required on the GitHub repos soon as well.
