gerrit.opencord.org downtime and upgrade 2020-06-18 from 6-10PM PT

The gerrit.opencord.org service is being moved to a new server this Thursday between 6-10PM PT. The reason for this is that the AWS server it's on is being decommissioned because of a hardware problem.

I'm also taking the opportunity to upgrade Gerrit at the same time as the version we're currently using is very old and out of support.

Once this upgrade is complete, you may need to upgrade the version of the git-review and repo tools on your local systems. New versions of these tools can be found here:
