Not able to run the pcrf module

Dear All,

While I am doing the step of chronos installation: the following repository is not available.

http://repo.cw-ngv.com/stable binary/

and un able to do the step 

1. Under sudo, create `/etc/apt/sources.list.d/clearwater.list`.

Can any one please guide me, is there any alternative method is available to do chronos installation?
