Licensing of XForms module code?

Hi,

We're in the process of clarifying licensing of the code we used in the Ebola project so that we can do a public open source release.

We noticed that there are many files in org/openmrs/module/xforms that don't have a license notice at the top.  May we have permission to treat everything in this package as licensed under the same terms, namely the following terms mentioned in some of the files?

Hi Ping! Thanks for your question. I will defer questions about the specific files in the xforms module to other developers (hopefully the response will come very soon) but will kindly note that we've deprecated the OpenMRS Public License in favor of MPL 2.0. Not all of our key modules have yet been updated to the new license, but that work is in progress. Details:
