Fix loading messages in tests for modules

I have a question about how this issue(TRUNK-4386) actually should be
fixed? I added an <AdditionalClasspath> element to the surefire plugin,
but see no way to test it from openmrs-core tests. Is the Webservices
REST Module needed to test it or can it be done with Android Client or
some other module?

I tried to configure new basename values, but unfortunately, So far I could only get a proper message in test with basename values using full global path to properties or local path with test execution folder as root(when copying .properties files directly to this folder) . In other cases resource.exists() condition in ReloadableResourceBundleMessageSource.refreshProperties method returns false and no properties files are being searched.
