Encounters not available under patient dashboard

Hi all,

I have implemented Openmrs 1.9.6 and added roles with different privileges, as doctors and nurses with the ability to add Encounters. But the patient dashboard doesnt provide access to create an encounter. as Admin I can create encounters through the link available as Encounter management in the administrator page. and thus added encounters are viewable through the patient dashboard under visits.

My issue is a doctor in my implementation is unable to add an encounter OR an observation. How can i make this possible? this is a primary need and i guess i might have done something wrong here
