Is that possible to display spectral decomposition RGB blending color code to show different frequency channel used?

Yes, you can blend RGB(A) colors and transparancy on seismic sections and on horizons. How to do this is shown in Exercise 1.5.2a of the Training Manual.

Possible also to display the color bar/Legend of the frequency, e.g. 5Hz (Red), 25 Hz (Green), Blue (65Hz) on horizons?

It is easy enough to cut this legend and paste it on presentations

 

You can probably make a version with colours and frequencies you use in an image editor or maybe power point.
