It's come up in several venues recently that the lack of active image-spec maintainers is starting to impact the ability to move items forward--even very small items like fixing CI in the repo.
Do we have some sort of circuit breaker available to us here to add interested parties who are actually active in the repo to the maintainer role and remove those who are fully inactive, and have been for years?
Given the current guidance leaves that job (how to become a maintainer, removing maintainers) to the TDC, and we haven't finished the cleanup Aleksa started in Spring 2020 on the governance, no one is really clear who the TDC is (maybe just "union(all spec/project maintainers)"?), and it does at least give allowance for the TOB to handle issues not being handled via the TDC.
I propose we find the set of new active participants who are willing to be maintainers and find a subset of current image-spec maintainers to approve their addition to unblock current activities. After that hurdle, there can be a longer discussion on removing inactive maintainers to remove the appearance that there is a plurality of maintainers helping keep the image-spec work flowing. (As a specific example, pinging the list of maintainers expecting that at least a few of them will respond--which doesn't appear to be happening from recent experience).
