Proposal: archive image-tools repository

The image-tools project has been in an informally-inactive state since at least June 2021 per https://github.com/opencontainers/image-tools/pull/224.  I'd like to propose that the TOB formally archives the repository on GitHub to properly reflect that the project is not active.

The charter does not define a process for removing projects from OCI.  However, section 6.n. states that the TOB should operate by consensus and section 2.c. states that new projects require a 2/3 vote of the TOB.  Therefore I'd also like to consider this proposal approved if 2/3 of the TOB agree.

Please reply to either agree to the proposal or discuss why we should not archive the repository

I agree with the archival of image-tools.

Before performing the archive step, I'd recommend purging or resolving old issues and PRs.

Issues are already closed on the repository.  There are 23 open PRs; agreed on closing them before archiving.

Apologies for being delayed.

I am not opposed, and had tried to do so some years ago because there was such a gap between the maintainers of the -tools and -spec, but then folks said obscure logic in the repos was imported as a library by tools, I think like crio/podman. 
Looks like maybe just Singularity now

So, maybe small enough situation that just archiving is suitable.

Archiving won't stop other modules from importing it, but I think it'll better reflect the inactive state of the code.
