[tob VOTE] Add a cgroup repo/project

There has been a proposal made for a new cgroup project.

TOB members are requested to respond with LGTM or REJECT (with reasoning) on whether to merge commit 176ef4b131c5ad04ce2e5b9b1c6433686f79e5c7 in the pull request https://github.com/opencontainers/tob/pull/144.

Note, I have not cast my own vote yet (I'm waiting on runc maintainers to provide their own approval).

There was an update to the PR to include additional maintainers from the K8s side.
